What does the following mean and how do you do it? explain please?

This is chemistry, not mathematics. Like they say, some SO2 ends up as sulfuric acid (H2SO4). 2 parts SO2 react with 1 part oxygen (O2) and two parts water (H2O) to form 2 parts of sulfuric acid.
