I hate my new neighbors!?

I have new neighbors that live across the street. They are constantly outside and talk so loud it's like they are right outside my window. They are constantly yelling out "whoo hoo" I mean constantly..don't ask me why. They wake me up on the weekends and are driving me crazy. These are the adults and their friends, not the kids. What can I say or do without making them enemies?
